European Commission Adopts Ecodesign for Sustainable Products Regulation Working Plan for 2025-2030
Introduction
The Ecodesign for Sustainable Products Regulation (ESPR) was adopted by the European Commission in 2024 to increase the sustainability of products on the European market. This important policy sets horizontal product requirements such as repairability (including scoring), recycled content, and recyclability of electrical and electronic equipment.
ESPR Working plan 2025-2030
In April 2025, the European Commission announced the new ESPR working plan 2025-2030. The plan expands the scope of Ecodesign to four new product types: textiles and apparel, furniture, tires, and mattresses, alongside two new intermediate product groups: iron and steel (combined), and aluminum.
Previously, Ecodesign regulations only applied to energy-using products. The development of this policy represents a shift to a wider remit of products, now covering non-energy-using products as well. The expansion also reflects a more comprehensive approach to regulation, moving beyond energy use during product operation to include the full product life cycle, from raw material extraction, manufacturing, and transport to usage and end-of-life.
Work already prepared under the previous 2022-2024 Ecodesign and Energy Labelling working plan has been carried over into the new plan and is shown in the table below alongside the expected adoption dates for these policies.
CLASP engagement on the working plan and CPRC update
The workplan is an ambitious push from the European Commission, both in terms of its expected pace for adopting appliance policies and the introduction of stronger compliance verification requirements. This renewed ambition demonstrates intent from the European Union to reduce its overall energy demand as part of its wider energy goals of improving overall energy efficiency, increasing the quantity of available renewable energy, and reducing energy supply from Russia.
As an official member of the ESPR Forum, CLASP is supporting work on several of the appliances included in the new working plan, such as displays and EV chargers, following out commitment to well-designed policies that can drive meaningful benefits for people and the planet.
