This policy requires that all permanently installed new air conditioning systems in existing detached homes must function to provide both low-carbon heating and cooling, effective January 1, 2023.

Policy text: “8) In a building containing not more than two principal dwelling units, heat pumps that provide space cooling must also be able to provide space heating.”
