This policy serves as the foundation of Japan’s energy efficiency and conservation policies. It targets all major sectors in Japan, including industrial, residential, commercial, and transportation. This policy creates and specifies the Top Runner Program, a regulatory standard program targeting the improvement of energy efficiency of electrical appliances. This policy underwent major revisions in 1993, 1998, 2002, 2005, 2008, 2013, and 2018.
