One star - 80-90 lm/W
Two star - >98-108 lm/W
Three star - >108-119 lm/W
Four star - >119 - 135 lm/W
Five star - > 135 lm/W
The policy also applies to self-ballasted LED tubes. It specifies a minimum luminous efficacy of 100 lumens per watt, and LED luminaires (street lighting, high bay, floodlight, etc) where the minimum luminous efficacy is set at 120 lumens per watt. The five tier star levels are not applicable for these products.
