The Scheme applies to integral directional and non-directional LED lamps which has a single lamp cap, and is intended for general lighting purposes having the following characteristics:
The provisions of this scheme shall apply to electronic ballasts that are designed for standard fluorescent lamps: for linear, circular and compact types; HID lamps including high pressure sodium lamps and metal halide lamps. The electronic ballasts must be capable of being powered from either a 220V 50Hz AC supply or an appropriate DC power source.
The provisions of this scheme shall apply to electric heating elements for heating source operated at atmospheric pressure rice-cookers and the maximum rated power consumption not exceeding 2 kW. The scheme does not cover induction heating electric rice-cookers.
Applies to microwave ovens using electromagnetic energy in the ISM frequency band of 2,450 MHz, with rated power input of less than 2,500 Watt for household use. It also applies to combination microwave ovens with additional heating elements or convection capability. Does not apply to microwave ovens for commercial and industrial use; ovens incorporating conventional heating means only; and ovens with exhaust hood.
This policy applies to new gas cookers that are designed for primary use in domestic premises and burn gas defined in Gas Safety Ordinance, have a rated heat input not exceeding 7 kW for each burner, either table-top type or built-in type, and have one or multiple burners.
This policy applies to cookers using electromagnetic induction heating as the heating source with a rated power consumption range from 700–3500 W for each heating unit. The total rated power shall not exceed 7000 W.
To qualify, the unit must be capable of being powered from a wall outlet, but this does not preclude units that are capable of being powered from a wall outlet and also from a battery. This definition is intended primarily to cover computers sold for use in businesses or homes. This definition of a computer does not include computers sold or otherwise marketed as File Server or Server. A tablet PC capable of being powered and/or charged from a wall outlet and marketed as being a PC or personal computer is eligible under the definition of portable unit. Products marketed as personal handheld devices or PDAs is not included in the scope of this EELS. A PDA unit does not function as a desktop or laptop computer because of its size and target-function, nor does it consume similar amounts of energy to operate.
Computers under this labelling scheme include desktops, towers or mini-towers, or portable units. These include high-end desktop computers, personal computers, workstations, network computer desktops, X terminal controllers, computer-based point-of-sale retail terminals and tablet PCs. All these eight prescribed products for supply in Hong Kong are required to be listed models with reference numbers and bear energy labels. "The MEELS has been implemented in phases. The initial phase of MEELS, covering three types of products, namely room air conditioners, refrigerating appliances and compact fluorescent lamps (CFLs), has been fully implemented since 9 November 2009. The second phase of MEELS, extending the coverage to two more electrical products, namely washing machines and dehumidifiers, has been fully implemented since 19 September 2011. The third phase of MEELS further extends the coverage to three additional types of electrical products, namely televisions, storage type electric water heaters and induction cookers, and expands the scope of room air conditioners and washing machines. The third phase has been fully implemented since 1 December 2019." "To further encourage suppliers to provide more energy efficient products for consumers, energy efficiency grading requirements of single package type room air conditioners, dehumidifiers and compact fluorescent lamps (CFLs) will be tightened, which takes effect on 31 December 2020 and will fully implement on 31 December 2021. Energy labels with new grading standard shall be affixed to all three kinds of prescribed products."
